ROLES AND RESPONSIBILITIES
Main purpose of the role: Construction Manager
The Construction Manager (Solar) is responsible for managing all engineering, procurement, construction, and commissioning activities on the solar project site during the implementation phase of the Project between Financial Close and the Handover of the Project to the Asset Management team for operations and maintenance.

The Construction Manager (Solar) shall be based on site to oversee the construction of the projects by the Project Contractors and the Subcontractors. The Construction Manager shall be responsible for the following:
1 Health, Safety and Environmental
• Create a positive HSE culture at the Cluster, working with our Contractors to achieve zero harm,
• Daily site inspections and monitoring of the site activities,
• Facilitate audits by the H&S Agent and ECO,
• Ensure findings of H&S and ECO audits are closed out timeously,
• Monitor contractor compliance with the H&S Plan,
• Monitor contractor compliance with project permits and relevant legislation and industry best practices,
• Monitor contractor and site team activities to prevent COVID-19 infections on site.
2 Construction Management
• Manage site discipline in accordance with the project construction framework,
• Coordinate the activities of the Contractors and ensure the progress remains on track with the contractual obligations,
• Oversee the correct implementation of the instructions, standards, and specifications,
• Manage the availability of the Construction site fleet vehicles.
3 Contractor Management
• Ensure the Contractors comply with their contractual obligations and adhere to their respective project schedule milestone dates,
• Chair routine progress review meetings with Contractors on site and ensure minutes of meetings are properly recorded and kept.
4 Document Management
• Oversee and manage site-generated project documents in accordance with the Project procedures.
5 Commercial
• Review Contractor documentation for completeness and accuracy as part of their progress payment applications,
• Assist the Project Manager with supporting document compilation for Contractor commercial correspondence and payments.
6 Communication
• Interaction with the grid operator (Eskom) in monitoring the construction of the Self-Build works,
• Effectively communicate the Employer’s company values and objectives to all Project employees on site,
• Promote efficient and effective comminution with all stakeholders on the project.
7 Reporting
• Fulfil construction reporting responsibilities (weekly and monthly),
• Internal team reporting and preparation of external reporting to the Client.
8 Quality
• Oversee construction quality process and progress,
• Verify Contractor’s quality file documentation and ensure timely close out of NCRs.
9 Design and Engineering support
• Ensure all designs are correctly implemented on site,
• Where design variations or changes are required, ensure the correct change management procedures are met prior to the implementation thereof,
Ensure attendance by the Owner’s Engineer at all relevant inspections/ hold points,
• Support Engineering team in design phase,
• Assist in Technical Acceptance procedures.
10 Eskom Self-Build Works and related
• Attend all site meetings or quality inspections under the Eskom Self-Build Agreement.
• Contact person for any communication with Eskom or as set up in Project
11 Finance
• Manage Site team expenditure within the budget and in accordance with the Employer’s policies and procedures.
12 Planning
• Review construction schedules, coordinate and supervise work at the construction site and ensure they are appropriate and accurate for the completion of the works on time,
• Monitor contractor progress on site and report weekly to the project manager,
• Ensure project schedule is adhered to and the project milestone dates are met, especially key milestones.
• Ensure all Contractors adhere to their respective project schedule milestone dates.
• Oversee key milestones like Cold and Hot Commissioning, Grid Connection, Grid Code Testing and COD.
13 Interface with Stakeholders
• Support the ED manager with interactions with the local communicates as needed.
• Act as primary day-to-day liaison with the landowners and local authorities on issues related to the site.
• Hosting 3rd party site visits / audit facilitation.

QUALIFICATIONS AND CERTIFICATIONS
Must-have Qualifications and Certifications: Degree or Diploma in Engineering or Built environment or similar
Preferred Qualifications and Certifications: Degree or Diploma in engineering or Built environment or similar, SACPMP or PMI certification

COMPETENCIES
Technical competencies: Solar construction experience, Communication to resolve problems and challenges. Mechanical, Civil and Electrical knowledge within a Solar facility. Interfaces with Eskom related to a Renewable facility. Testing regimes and requirements. Lockout and permitting procedures. OHS Act, Environmental and Contracts Management within a renewable facility.
