ROLES AND RESPONSIBILITIES

Main purpose of the role:
As the Corporate Construction Controls Manager, you will be part of the company’s Implementation function, overseeing the teams that provide expertise on Project Controls, particularly during the construction phase, of renewable energy projects across sub- Saharan Africa. The role calls for a highly experienced construction expert and, able to work within a matrix organisation, providing key inputs during Project Development, Bid Closing, Construction and Operations phases for all Projects and further plays a role in supporting the business development teams when preparing bids for projects, during the negotiation of construction contracts during the procurement phase.
The Corporate Construction Controls Manager will work closely with Project Managers to allocate and manage project resources effectively. He/she will be responsible for continuous improvement of the Construction Management team and increasing the organization’s project implementation capability by sharing best practices, knowledge and experience with colleagues and maximizing the Returns on Experience through lessons learnt processes. In order to be consistent in the execution of projects during Implementation the Corporate Construction Controls Manager will develop, co-ordinate and implement corporate construction related processes, procedures and templates.
The Corporate Construction Controls Manager shall demonstrate strong leadership skills and be able to guide and support project construction managers and corporate discipline leads as appropriate, securing buy-in from project teams.

Key responsibilities:
General Responsibilities
- From their construction experience, provide input to other corporate discipline leads and be the lead on construction best practice / risks in consultation with the Project PM and CM on matters related to:
Project Control and complianceKey responsibilities:

▪ Develop and implement project governance structures, including policies, procedures, process and
templates required to provide a consistent approach to construction management during the
implementation of projects
▪ Assist Project Team members to consistently utilize the proper tools, adhering to established
frameworks, process and principals and are operating as a cohesive unit.
▪ Ensure consistency between Project processes, the rules implemented in the tools and the
organisation in place (roles, delegations…)
▪ Take part in the development of new internal processes

Project Performance:
▪ Maintain and improve objective, accurate, clear, and concise project reporting
▪ Identify general analytics in project performance and recommend solutions.
▪ Ensure prioritization and alignment of initiatives between Projects related to the analysis and
reporting of Project performance.
▪ Definition of physical progress measurement framework.
▪ Support contracts management function in claim negotiations.
▪ Agree actions and recommendations on site findings with the Construction Manager and keep the
Project Manager and Corporate Management informed.

Project Resources:
▪ Fulfil the functional management role for Project Construction Management resources.
▪ Fulfil the line management role for ICOE corporate discipline leads of scheduling and
quality.
▪ Assisting Project Managers in appropriately staffing and resourcing of the construction teams
and taking part in the interview process for new construction managers.
▪ Onboarding of new Construction Managers in terms of corporate structure, organisation and
policies and procedures
▪ Identify and maintain appropriate human resource pool to ensure safe and successful delivery of
company project pipeline for Construction Management (CM) and their support roles.
▪ Manage, coordinate, upskill and motivate Project Construction Managers.
▪ Ensure alignment of Project Construction Management resources and animate the regular transverse
team meetings between Project resources.
▪ Assist in defining and establishing resource plans across the projects to successfully deliver
the project.
▪ Ensure establishment of resource contracts and ensure optimal resource management in conjunction
with the Project Managers.
▪ Interface with all packages and project functions.
▪ Definition and maintenance of generic WBS and main breakdown structures of the
project.

Risk Management
▪ Create, manage and update the global construction Risk Matrix.
▪ Support Project team members in Project risks identification, assessment, risks controlling and
risks reporting. (quantitative risk calculations for contingency).
▪ Support Project Construction team with top risks selection, with alerts to the Project Manager.

- During development assist the Project Lead:
Provide input on technical parameters and advise the project team during the permitting phase of
the projects related to construction risk and project constructability.
Review and advise on the construction management (CASA) and SPV budgets for projects, whilst
simultaneously exploiting opportunities to reduce expenditure.

- During BD assist the Techno Commercial Lead:
o Review and evaluate EPC/Supplier/Contractor technical offers during procurement phase,
specifically focused on schedule, personnel, organization and adherence to HSE and quality
requirements and overall construction capabilities with support from relevant discipline leads.
o Provide input and consult the procurement team during contract negotiation phase, specifically
focussed on managing risk during construction phase.
o Review and propose updates to all key project technical and construction documents and decisions
related to the implementation of projects.
- Manage the full process of lessons learnt in so far as they related to the functions under control and processes during construction and ensure the return on experiences are fed back into the earlier stages of contractual documentation.

Health and Safety Responsibilities:

o Participate in industry HSE forums.
o Effectively communicate Company values and HSE objectives.
o Provide advice to internal teams on health, safety, and environmental matters.

Managers and supervisors carry both legal and company responsibilities for ensuring the health and safety of their employees, those under their control, and those who might be affected by the work undertaken, i.e., public, visitors and employees of other organizations. This includes ensuring risk assessments are conducted and mitigation measures are clearly communicated and understood by individuals. Managers must also ensure that individuals have the necessary understanding, competence, and application of requirements to work safely and without harming the environment.

Employees are responsible for ensuring they fully understand the health and safety risks involved in their work activities and their responsibility to apply the controls needed to manage those risks to acceptable levels. Similarly, where work activities can have an adverse impact upon the environment, and particularly where there are legal requirements, employees are responsible for understanding those impacts and the controls they must ensure are applied.

QUALIFICATIONS AND CERTIFICATIONS

- Must-have Qualifications and Certifications:
- Degree in Project Management, Engineering or equivalent
- Professional Construction Project Manager registered with SACPCMP, or Project Manager registered with PMI.

Preferred Qualifications and Certifications:
- GWO Basic Safety Training
- SAMTRAC or NEBOSH International Construction Certificate

RELEVANT EXPERIENCES

Must-have years of professional experiences:
- 10-15 years of experience in project construction and construction contract management of which at least 5 years in the renewable energy sector in South Africa.
- Proven ability to lead and motivate teams in the construction of utility-scale wind energy projects.
- Project Manager for at least two renewable energy projects as an Owner’s Engineer/ IPP, OEM or Main Construction Contractor, at least one of which was constructed using a multi-contract approach.

COMPETENCIES

Technical competencies:
- Sound knowledge of MS 365 office: Word, Excel, PowerPoint, MS Teams.
- Project scheduling literacy including competency in MS Project and Primavera
- Working knowledge of IFC Performance Standards/ Equator Principles.
- Experience constructing projects for Eskom at transmission level
- Contract negotiation and contract management skills.
- Technical writing skills
- Relevant training in the Occupational Health and Safety Act and Regulations.
- Awareness of the National Environmental Management Act and associated environmental legislation as it applies to the construction and renewable energy sectors in South Africa.
- Strong business acumen and commercial skills including knowledge of technical, legal and commercial terms, claim management etc. of utility scale power projects.
- Strong project management competence
- Construction management skills (Scope, Time, Cost, Quality, HSE, Risks…).
- Strong experience managing the construction of complex, multidisciplinary power generation projects.
